It should be on the circuit with the switch across kitchen door (next to the exit).
Buying an LED(-compatible) fixture might be feasible, vs just replacing the tubes. Do we have any tubes ready to go, is this Tehnopol's concern?

There are LED replacements, but do REQUIRE bypassing the halogen electronics in the fixture (if done, I suggest marking the fictures).
First ask Tehnopol a) is it their responsibility b) do they have a (bulk-cheap) stock of replacements c) Whole building replacement (green, energy saving 📈). Who is asking, whom are we asking?
As far as c) goes, this could be bundled with #136 (suggesting they should green ft. lowering our electricity bill thus possibly stabilizing our finances; can also remind we are 10y in the building, and renovated the floor).
