Public - Visible to everyone
Private - Visible to self and k-space:inventory:edit
Unlisted - Visible to logged in users

Unlisted should still allow k6.ee or direct inventory links without login. Opening https://k6.ee/21de in a private tab requires login.
I think it makes more sense for private to be named secret and act as unlisted for logged in users (still able to open direct link) — if you have the item in hand, and the tag doesn't do anything, it's useless. It's only to prevent (public) enumeration leading to personal info (names-contacts). I should've clarified in the OP already, pardon I'm late.

Blocking a user prevents them from interacting with repositories, such as opening or commenting on pull requests or issues. Learn more about blocking a user.
Private/Public → Add unlisted. Public will be more curated.
