Refactor users, add OpenVPN and mailing support

* Add abstraction for user objects
* Mail authority admins about pending, revoked and signed certificates
* Add NetworkManager's OpenVPN plugin support
* Improve CRL support
* Refactor CSRF protection
* Update documentation
